A Comparative Research Study on Public Welfare Administration Allied Law-Institution

Abstract
The purpose of this dissertation is to examine the problems the problems of current Public Welfare Adminstration Allied Law-Instituions of Korea and draw the consepuent solutions based on the problems. Methods applied in this investigation focus on analysis and reciprocal comparison, in both aspects of legislation and institusion, with the Public Welfare Administration Allied Law-Institutions of the United Kingdom, the U.S.A., Germany, and Japan, etc. Both the legislative institutional approach and the analytic-compartaive approach were adopted in this investigation. From the viewpoint of interpretion Public Welfare Administration in a harrow sense, scope of the investigation is confined with in the factors of Social Insurance Administration and Public Assistance Administration. And among these two factors, more importance was given to the Social Insurance Administration. As for the legislation of the Public Welfare Administration, in particular, scope of the activities in Social Security Scheme was categorized into five parts, and each part was reciprocally analyzed between themselves. Problems derived from this investigation can be outlined as follows: 1. Limited scope of beneficiares in Old-Age, Disability and Survivors Benefit. 2. Unreasonable minimum age limit toward Old-Age Pension, 3. Poorness of Old-Age and Disability Benefit. 4. Low-amount of benefits for the beneficiaries. To improve the situations stated above, some reform measures can be suggested as follows. 1. Enlargement of beneficiaries in old- age, disability and survivors benefit 2. Readjustment of the minimum age limit toward old-age pension. 3. Reinforcement of old-age and disability benefit. 4. Increasing the amount of benefit for old-age, disability and survivors in proportion to the price increase. By analysis and reciprocal comparison of the public welfare administration allied law-institutions, problems and reform measures were derived as the foregoing. It is believed that the above-stated reform measures can be not only the ideal indicator to fulfil the demands of national welfare which is needed to enhance our country to a developed one but also the model of developmental policy to realize a welfare society which is the aim of the Fifth Republic. And, to carry out the reform measures effectively, financial support from the Government should be preceded.
